Three actors are involved in rule-making for this particular IR System. These are: government, employers, and employees. Each countries have their own IR system that depends on different factors like technology, market, power distribution, and ideologies that binds the actors together. As a result, rules are made to regulate the actions of the actors.

Employee - is a person that is hired by the employer to perform acts in accordance with the goal of the organization. These individuals perform work in exchange for wages. An employee is selected from a pool of candidates wherein the person with the most job-fit qualities is chosen.

Employer - Employers are usually business-owners or entrepreneurs with capability to acquire capital. They contract the services of individuals called employees to act on their behalf and fulfil goals for the growth of the business. By extension, employers are more dominant and may dictate employees on how to act. Employers pay the employees with salary in exchange for their effort, skills, and specialization.

Government - a government is an institution that follows a certain political order that constitutes different kinds of laws, principles, and past traditions. It is the authority that controls, decides, and gives balance to a society or country and sets social and health protection, economic growth and development, cultural promotion and restoration, and national defense.

Market - It is where the exchange of services & goods takes place between the buyer and the seller. It establishes the prices of commodities and services that are primarily correlated with the law of supply & demand. In connection with industrial relations, Karl Marx says that human work was the only common feature of the market shared by all goods and services

System - A system is a followed pattern of a structure or an organization. It is a flow in which a specific command is being used to achieve certain goals and principles. Systems can be applied in physical, social, technological, political, economic relationships and processes.

Tripartite System - Tripartite System refers to the collaboration of actors within an organization and a country, namely employers or business owners, employees or workers with the intervention of the government. It is a system wherein actors have the freedom to state their concerns and to solve labor issues through consultations or negotiations, social dialogue, and settlement.
